Measurement is central to our ability to make decisions based on our record of delivery, service, value creation and the health of the teams that support the product. A mature approach to measurement helps to ensure that data is gathered, analysed and used consistently. This enables teams to react consistently and robustly to changes in the business, technical and working contexts.
Considerations
Teams need to balance their attention to Rate of Delivery, Quality of Service, Creation of Value, Team Health and Product Health. Balancing these categories of measurement help us to optimise the value created from our investments in our products.
Measurement results help teams and other stakeholders to make objective decisions that accurately reflect the business, technical and working context. These decisions will ensure continued alignment of our priorities and ways of working to that context as it evolves.
The definition and use of consistent measures across products and teams helps us to optimise our choices across a portfolio of products.
Levels
Green
Effective Measurement And Analysis
The product has well-defined metrics covering Rate of Delivery, Quality of Service, Creation of Value, Team Health and Product Health. Where appropriate, metric definitions are aligned with those defined by the wider organisation to enable appropriate comparison across products.
Data is routinely gathered and analysed. Where it is appropriate, the results of analysis are routinely shared with stakeholders.
The organisation imposes no requirement to share team performance data outside the team.
Product teams use the results of measurement and analysis activities to help them make appropriate decisions over priorities, ways of working and other concerns.
Amber
Inconsistent Measurement And Analysis
Some metrics are defined, but these do not sufficiently cover the focus areas of Rate of Delivery, Quality of Service, Creation of Value, Team Health and Product Health. There is little or no attempt to align metric definitions with those defined by the wider organisation.
Data may not be consistently gathered or analysed. Where it is appropriate, the results of any analysis that is performed are routinely shared with stakeholders.
The organisation imposes no requirement to share team performance data outside the team.
Insufficient metrics coverage means it is hard for teams to use the results of measurement and analysis to help them make needed decisions.

Ineffective Measurement And Analysis
Metrics are not defined, or if they are defined, data is not collected and analysed consistently.
Data is gathered and analysed sporadically. Appropriate data may not be shared with stakeholders.
The organisation may impose requirements to share team performance data inappropriately.
Teams do not use data to help them make needed decisions.
