Sustaining capacity relative to demand over time is important because of the high cost of trying to change quickly. In order to support teams in their plans to increase or decrease their capacity to deliver, the organisation must have a clear view of their capacity targets - the rate of delivery they want to support. The target capacity is established through an understanding of customers’ needs and the value that might be derived by meeting these needs. The organisation must also have a clear view of the product’s priority relative to the rest of the product porfolio.
